Go to the Cartographers' Guild where there is many tutorials for all kinds of software from CC3, City Designer, GIMP, Fractal Mapper and many other applications. Using GIMP to create maps of any kind works well, but then GIMP isn't a "map making software" only, its a graphics application. If you are tight on budget, consider GIMP which is an image editing software like Photoshop, except that its Open Source - which means Free. I think Torrent sites are a crime against publication and copyright, and I hope you actually buy the software instead of stealing it. One thing though you need Campaign Cartographer 3, because City Designer just adds new tools to that program, so if you don't have CC3, buying City Designer won't work by itself. ProFantasy City Designer, is indeed a good program to create cities in - it is CAD however, which can have a steep learning curve.
